Where administrative procedures are concerned, electronic communication is governed by § 3 a of the German Verwaltungsverfahrensgesetz (Administrative Procedure Act). According to this act, the communication of electronic documents is permissible provided the recipient agreed to access.
The City of Herne does not provide this access for communication that is legally binding.

Encryption


The City of Herne is able to decode encrypted e-mails using PGP and/or S/MIME.
All incoming e-mails have to be encrypted or signed with the PGP public key or the S/MIME public certificate of the City of Herne.
If you would like to receive an encrypted reply, we must ask you to let us have your PGP public key or S/MIME certificate.

To download our public key, go to the right-hand navigation bar. Send us your public key by e-mail to pgp@herne.de.

S/MIME Certificate
To download our S/MIME public certificate, go to the right-hand navigation bar. Send us your S/MIME public certificate by e-mail to smime@herne.de.
After downloading, please contact us by phone at 0 23 23 / 16 0 (reference: central internet team – encryption) in order to compare hash values so that the key or certificate cannot be manipulated during communication (man-in-the-middle attacks).
